There is article on Stomp (a website which locals contribute by sending issues in Singapore), which this guy carrying his pet cat on the SMRT train. He use a harness similiar to carrying a baby instead of a cage or pet bag.
He was caught by a stomper who took his picture on the train and sent to stomp. The issue was publish on 29 January 2015. The accident or event occur on 28 January according to Stomp website article.
He did break the law and should be fine. But the issue is how he manage to bring in and nobody say anything till it be posted on stomp.
If a proper way is carried, such as carry in a cage. Making sure it did not disturb anyone. No one will say anything.
But he carry it in a harness like baby.

Then there those pet lovers will say it ok to carry in a harness as long it never disturb people. But how you know it will not. It a animal, even you own kid is unpredictable too.
In his defense he said he ask permission and was allowed to carry in the harness. Then those who carry dogs why was told can't and it was harness and the dog keep still too. So it don't make sense at all. When here http://www.smrt.com.sg/RiderGuide/RulesEtiquettes/ItemsNotPermittedintheMRTNetwork.aspx say not permitted but why he allowed to carry that way.
I too a pet owner. I has 3 cats. If I bring them out to vet I put in cage or carrier which in bag that has holes for pets. Not carry on harness.

In the picture the man on his left look uncomfortable see his carry a cat. The lady on the right seem to be ok but maybe she just too tired so she choose not to create problem.
The harness look those use to carry babies. Those you carry i front of you. I know they do sell this at pet store.
I think I will contact SMRT to see their reply to this issue!
Best to get them to reply why this is allowed on trains.
Even hamster need put in cage and put in plastic bag the cage so people will not notice.

The report say the commuters were amuse to see. Strange on how he manage to even board and alight without any staff stop him
